Legal Question in Traffic Law in Virginia
personal property in car (my ability to earn a living)
My car was towed after an accident. The tow company
will not release my clothes in the car or my tools with
which I make a living, to me until the tow and storage
fee s are paid. I cannot make the money to retrive either
car or tools without my tools. They will not even give me
my house keys. Is this legal?

Yes, the towing company can hold the car as well as its contents until they've been paid the fees(towing as well as storage)which are due and owing.
However, if you were to approach the person in charge and politely explain your dilemma, perhaps,
the company would agree to release those items
from the vehicle which would enable them to be paid sooner--rather than later.
