i lost my liscence 16 yrs. ago due to a d.u.i. how do i petition the court to get my liscence back?

You could hire an attorney to file the petition to restore your driving privileges in the Commonwealth or you could attempt to do it on your own by picking up a packet of forms with instructions from the clerk's office of certain circuit courts(civil division) which explain how to do it pro se (sans lawyer).
