Legal Question in Traffic Law in Virginia
I was picking my son up from the bus stop on private property. I did not travel on any state road and was pulled over. I was ticketed for child restraint and driving on suspended. I was under the understanding that I could drive on private property.

So, challenge the ticket(s) in court. (Presumably, you mentioned to the officer that no part of your travel in picking up your son that day was on public roads.)
