Legal Question in Traffic Law in Virginia

I received a ticket citing code 46.2.830 for disobeying a highway sign (stop sign). I braked at the sign (which is a T and turning left leads to a dead end) came to a stop and turned right. I then immediately turned right 100meters later into my complex when the cop followed me in and put their lights on. He said that I didn't stop at the sign but I did. I stopped suddenly and did not sit there because there is never any traffic but I didn't run the sign. I have never been pulled over before and am not sure that this was even warranted because I did not run it and there is absolutely no traffic there. It is just a trap. How can I fight this? I have no elaborate story because in my opinion I did stop, I didn't sit there and wait but I did stop. So A who says what constitutes a total stop and how can I even argue against this (it is truly his word against mine) and B how can I fight that this does not warrant 3 demerit points? He said this was the lesser ticket when he wrote me up but I can't imagine what he meant; I wasn't speeding, I used my turn signals. I really don't get it. Please let me know if there is anything I can do to fight this. Thank you very much.

Better pay the ticket (in my view).
