Legal Question in Traffic Law in Virginia
I received a traffic ticket for Expired Registration. It was out of ignorance, not out of complacency that I had dead tags. Former spouse (whose name is still on the registration) did not update his insurance and the DMV put a hold on my account which I was unaware until this infraction was noted. Is there any way for me to plead my case (with documentation) to remove this ticket from my file?

So, did you pay the ticket or was it dismissed by the court after you presented proof of proper registration of the vehicle or otherwise an adequate explanation as to why you should not be responsible for the ticket?
If you were not responsible for the situation that resulted in the issuance of the ticket or updating the insurance information on the vehicle with the DMV, the DMV should not be "putting a hold on (your) account".
