Can I request a written deposition for a parking ticket?

I got a parking ticket (parking without a valid permit) at a Virginia state university for $75. The actual ticket was given to me by Standard Parking (a contractor), not an actual police officer. The university has told me that if I do not pay than I will not be able to register for classes and my account will be referred to a collection agency.

So I have 2 questions here:

1) Since it is a state (i.e., public) university do they need to follow the states law and/or the law of the town/county in which they are located? I know that a contractor gave the ticket, but I was guessing here that since it is a public university they are bound at least to some degree by relevant state and/or municipal laws

2) Can I request a written deposition for the parking ticket? In other words, is this even a valid request in a real court (e.g., if I was to get a ticket actually from a town or the state)? And if this is a valid request, what are the implications if the university refuses to provide one?

1. Yes, but parking on University property without a valid permit would appear to be a violation without a defense irrespective of what

state or local laws may provide for.

2. No, depositions are not appropriate in matters involving parking

tickets but you could request whatever hearing or appeal measures

that may be referenced on the ticket itself.
