Legal Question in Traffic Law in Virginia

An out of state man during a traffic stop gets a ticket for not having insurance under law 46.2-707. The state which the man lived did not require insurance at that time. The Virginia DMV requested this man to pay Virginia for an "Uninsured Motor Vehicle Fee" of $500. This must be done before he can renew his licence in his own state.

Q. Can VA DMV require him to get insurance in VA ? The law states it must be insurance from an VA licened Insurance Company.

Q. Is the "Fee of $500 still owed if it has been more then 3 years? The law states in 7th paragraph the Commisioner may relieve such person of future financial responsibility.

Q. Does this law pertain to this man when in the law 49.2-707 first paragraph first line the words " Any Person who owns an uninsured motor vehicle licensed in the Commonwealth Of Virginia......."

Q. How do I fix this for him?

So, without knowing whether this man's vehicle was actually titled in, properly registered to and bore the license plates of this state other than the Commonwealth and did not bear Virginia temporary tags at the time of this ticketing, the questions posed cannot be reliably answered (in my opinion).
