suspended driver's license
I was parked in a parking lot. A police officer came over and asked for my driver's license, I gave it to her and found out my driver's license was suspended. She didn't give me a ticket for driving with suspended license, but she took my driver's license. Since I was not driving is she within her legal rights to take my driver's license.

Yes, once your privilege to drive is either revoked or suspended, the DMV can require the return of your driver's license.
