Suspended in Va, Need it in AL

My sister has several thousand dollars in fines in VA for driving on a suspended license. These fines are about 6 or 7 years or more old. For the past 3 years she has been in prison. She is trying to rebuild her life here in AL but is kind of hamstringed by not having a license. I was curious if there was a way to get her license reinstated here in AL without paying the fines in full, which is an impossibility right now. Thank you for any input or suggestions.

Virginia and Alabama likely belong to the same

interstate drivers' compact. If so, Alabama DMV authorities will not agree to restore your sister's driving privileges in that state until she pays her fines owed to the Commonwealth.
