Tinting in Virginia

I was cited for a sunshading violation in Virignia. I am military and my vehicle is registered in Florida in which my tint does not exceeed the limit. The officer cited me, although I tld him I am not a resident of virignia and a resident of florida; I had my military uniform on so I figured he realized I was in the military. Please advise I believe HB 1563 stiplulates this law ONLY applies to VA registered vehicles. I want to be sure before my court appearance on 16 Nov 07.

If by "HB 1563" you are referring to a pending bill in Congress, such a bill would have no relevance to someone charged such as you until it's passed by both House and Senate and becomes federal law.

Otherwise, the provisions of Va. Traffic Code found at Sec. 46.2-1032

which apparently prohibit sunshading which reduces light entering a vehicle by more than 35% would appear to be applicable to the vehicle of even a temporary resident of the Commonwealth such as yourself.
