Sould i pay dmv 500.00 for uninsured motoris fee. 85.00
for reinstament fee. Before i go to court.

Yes, (unless you can get insurance from a private insurer), because then the court might consider dismissing the violation for no insurance(after you show them proof that you've taken care of it).
