The loud muffler would've come under the category of defective equipment which the court would've likely dismissed once you had presented proof that the muffler had been fixed.

(Therefore, you probably needlessly paid the ticket.)

And, if you've now gotten valid insurance(albeit from the high risk pool), just bring the proof when you come for your hearing on the other charge of DWS(Driving While Suspended); when you show proof of insurance the court may also dismiss that ticket.

Unfortunately, however, the DWS matter is more serious and a jailable offense and will not be so easily dealt with as the others, and therefore you should have an attorney to represent you in this matter.(If you cannot afford to hire such, you can ask the court to appoint you a defense counsel for the DWS charge.)
