can a cop in washington state pull you over for a suspended license even though you are not doing anything else wrong?

Yes, if the cop has probable cause to suspect that the operator of a vehicle
under his observation may be operating it in violation of the law, that's sufficient legal justification for the stop.

Yes, if the vehicle is registered to an individual whose privilege to drive is suspended. Of course, the operator of the vehicle must be a likely candidate, i.e. match description such as race, gender, etc.
In such cases, no traffic violation or other violation of law is necessary to justify a stop.
