Legal Question in Traffic Law in Virginia

VA - Accident in Church parking lot backing up

Someone I know was backing up--name removed--small car parked between 2 large vehicles. She did not see the car which she backed into. However, the car did not stop until traveling about 6-7 parking places. My question in state of VA, are both parties at fault or what is VA law regarding this incident since the vehicle did not stop or attempt to stop following the contact ?

What is the insurance view & responsibility of such an accident ?

The person who was backing up and who collided with the other (apparently parked?)vehicle is the one who would be prima facially responsible for the damages. The issue of the errant driver not stopping until she had traveled the equivalent distance of six or seven parking spaces from the point of collision would appear to be essentially irrelevant.
