A Virginia driver was charged with 82-4-24 after crashing into my car. Wondering what that charge is?

This does not appear to be a charge under the Va traffic code found in Title 46.2- of the Code of Virginia.
Therefore, it might be a local ordinance violation but without knowing the city or
county involved, there would be no way to determine what the charge is about.
