Legal Question in Traffic Law in Virginia
Are Virginia State Police required to interview both parties in an accident before they press charges? Can they file charges if one of the parties has not yet been interviewed?

The cops don't file the charges(s) which is up to the local
prosecutors after reviewing the evidence (whatever it may be ),
and which could include statements from one or more parties
who were involved in the accident as well as statements from
third parties who were not.
