Average time for a will to be resolved

Only 3 family members living next door to each other, involved in will. 1 bequest involved, and basically the only thing left to do. Property etc. has been divided and resolved amicably. What is average length of time for attorney to finalize the will? We are angry at the attorney as we feel he is dragging his feet and putting our case on the back burner. It has been 15 months now. Appraisals etal have been done. Nothing left for him to do except take care of bequest and finalize fees. We knew it would take at least a year, by law, but it is still pending. The final report of the executor of the will is due the commissioner of accounts, I believe, some 16 months or so after the estate is opened.
