Legal Question in Wills and Trusts in Virginia

My brother passes away in January 2009. He is buried in a community cemetery with other members of our family. Since July of this year, we have had problems with his wife and she is threatening to move his grave. Can she do this? The vault and casket was purchased by my fathers car insurance because he died in my fathers automobile. The tombstone was purchased by the family, the wife did not pay anything. Is this something we should worry about?

The wife would likely have the authority to request that the body of her deceased husband be disinterred from its current burial site and moved elsewhere.(The source of the funds for the burial and the tombstone would likely be irrelevant to the authority to make such a request.)
