certificate of deposit joint tenants

I have a cd with a credit union that was owned as a joint tenant with rights of survivorship. The co-owner has died. The credit union hs taken the cd because they said that he owed them money on a credit card. I thought if it is joint tenants w/ROS that the cd would go to me.

Only if you got to the funds first(which obviously didn't happen).
