A certificate letter of qualification from commonwealth of virginia was issued to the oldest sibling of 11 children when the mother passed. The daughter has the powers of fiduciary and there's an 8,000.00 bond posted, what does this letter mean? How do you find out what the 8,000.00 bond represents?

It probably means that the estate is small, perhaps no more than $4000, and that administering the estate will not take very long. Whatever is in the estate could be consumed paying bills owed at the time of death.
