Change in life insurance benificiary

My father-in-law just died, we have now found out that my mother-in-law is not the benificiary of his life insurance. They were married for 54 yrs. One of my sister-in-laws has taken care of him and my mother-in-law for the past five yrs. One week before he died my sister-in-law put my mother0in-law in a bording house. She is 80 yrs. old, she had no privacy and was given very little to eat. We live about 7 hrs. from them, we did not find out that she had been put out of the house until the death of my father-in-law. We immediatly took her from the bording house a brought her home with us. Now we find out that there is no pension and the life insurance has been given to my sister-in-law. Is it legal for the benificiary to have been changed without the knowledge of my mother-in-law?
