Child's right to medical records

I am trying to access my mother's medical records and bank statements, my step father got her home from a deed of love, I am pretty sure she had been dianosed with alheminers before they were married, but need her records to make sure, can I do this?

The holder of these medical records will likey not release them to you but rather only to your mother's surviving spouse.
