If a deceased person left no will,posting a notice of death in the city newspaper of the next of kin, for thirty days and he does not come forward ,can his sister then become executor?

The sister may be appointed administrator of the intestate estate (decedent has no will) by making a proper application (letters of administration) to the clerk of the local probate court. Posting a death notice in the local newspaper for 30 days has nothing to do with this process of being apponted personal representative of the estate under the circumstances described.
