Dispersal of personal items upon death

Father recently died, step mother refuses to give any personal items that belonged to her husband even the ones he bought into the marriage to any of his children.

Much required information is missing from this inquiry such as whether the deceased had a will or not, and if not, has someone applied to the local probate court to be appointed adminstrator of this intestate estate?

If the stepmother is the executor of the will and refuses to make distributions which should be made to named beneficiaries, then these beneficiaries may need to arrange for a consultation with an attorney who is knowledgeable in probate matters and who should be able to advise them, accordingly.
