Does the executor of the estate decide who get what and how much when there is no will?

The administrator(not the executor)who has been appointed by the court to administer the estate of the intestate decedent(died without will), must follow the requirements of Va. Code Sec. 64-1.1 in making distributions of estate assets to the surviving heirs of the decedent, after all proper expenses/bills have been paid, including the legitimate claims of creditors.
