can a executor sell a home with a life estate without permission from the owner

The executor must be guided by the terms of the will being probated
as well as the life estate document itself which specifies the
conditions as to when the life estate may terminate (as well as conditional limitations--if any) under which it may operate.
Without having had the benefit of reviewing these afore-referenced documents, I see no way of reliably responding to this question.
