You go to the clerk's office of the probate division of the circuit court

which has jurisdiction over the estate and tell the clerk that you wish to apply to be appointed by the court as executor of a will for an estate(or administrator if there is no will).

The clerk will then provide you with the papers which need to be filled out and then filed with the clerk's office.

This circuit court will usually be the one located in the city or county where the person died whose estate needs to be probated.
