Legal Question in Wills and Trusts in Virginia

When my father died, three trust funds were set up - one each for myself, my sister, and my brother, containing about $40,000 each. My sister was selected to oversee the accounts. Today, I found out that her and her husband have spent every dollar. What should I do?

Filing suit for breach of fiduciary duty is perhaps the only way, but it may be impossible to collect if you get a judgment if they don't have the money to repay.
