My father was retired military residing in Germany. He died leaving his estate to his current wife. She died - in Germany. I am the sole heir. Her German bank gave me the funds in her checking account, however I am having trouble with the larger amount of funds located in the Pentagon Federal Savings and Loan in Virginia. They cannot release the funds until the estate is probated. Does the estate need to be probated here in the US, if the owner, my step-mother, was a German citizen and died in Germany? The assigned executor refuses to do anything in regard to the will because he was not named as a recipient.

Then you should petition the probate court in the jurisdiction where you
reside to have this executor removed and a new person appointed.to act
as executor.
I believe you can only deal with the problem in the jurisdiction in which the executor was appointed, which I assume to be Germany. And attorneys are quite expensive there.
Another possibility, not very savory but perhaps more efficient, is to offer the executor a sum to pursue the Pentagon FSL funds as a part of the probate he was appointed to administer.
