Legal Question in Wills and Trusts in Virginia

My fathr passed away this past Saturday unexpectedly and is going to be buried on Wednsday. Is my half-sister and her mom, my dad's ex-wife, allowed to take possession of my dad's property, insurance, etc.; as no will has turned up yet. My half-sister was his power of attorney? If not, what can we do to stop her?
