What does one do when a commissioner of accounts does not properly enforce the law regarding an executor who is stealing from and misappropriating funds and property from an estate, refusing to supply proper documentation for all expenses and making errors on accountings and inventories; where documented proof has been supplies him? The local court and state supreme court have already been notified with no result.

If, as you say "the local court and the state supreme court have already been notified with no result", what it most likely means is that the person who is making these allegations has failed to offer proof sufficiently credible that would move any properly empowered authority to act upon it. (Keep in mind that what you consider "documentary proof" in the eyes of another evaluator may not be.)
