Can one sibling directly relinquish his inheritance to another sibling so that payment goes directly to the second party?

Yes, if done in a timely fashion. That is called disclaiming, and if I recall correctly, it must be done before any of the inheritance has been received. Without researching the issue, I recall there may also be a 90-day window for disclaiming.
