father died no will. 1 week later stepmother died no will. father has 6 children from 2 marriages. do all children inherit?

Yes, all of the surviving children of the deceased father should inherit some part of this estate, but depending upon how the deceased stepmother held title to the property with her husband and whether she herself has survivng heirs will likely determined how much of the estate the father's six surviving children will likely inherit.
Virginia Code Sec. 64.1-1 outlines the flow of intestate (no will) distribution of property in the Commonwealth.
