Legal Question in Wills and Trusts in Virginia

My mother in law lives in Canada and has dual Canadian/US citizenship. Currently her will is out of date and the family is receiving competing pieces of advice. A wills/estate lawyer in Buffalo has recommended any will changes be handled by a Canadian lawyer since she lives and owns property in Canada. A lawyer for her sister in NYC has offered to update her will for her. My instinct tells me any wills for her need to be handled in Canada, is that correct?
