Legal Question in Wills and Trusts in Virginia

My mother passed away 3 years ago and left my siblings and myself ownership of her residence. One of my sisters wants to buy the property. Do all siblings have to agree to sell before she can buy the property? Also, 2 of my siblings were given "gifts" before my mom passed. Can the monetary value of those "gifts" be legally deducted from their share of sale of the property and distributed to the other siblings?

Yes, all need to be willing to sell their respective shares of this property.

Yes, if these "gifts" were clearly intended as advances on their respective inheritances from their mother's estate.
