Does my brother get everything if he is the Power of Attorney, Excetor of the trust?

No, your brother is entitled to receive

only what he's specifically provided for under the terms of the trust (or the will, if it's a testamentary trust, meaning that a trust is to be established as part of the decedent's will.)
