Legal Question in Wills and Trusts in Virginia
My parents want to write a will and in it they need to include that my brother in law repay my sister and I the 30,000 that he has borrowed from them. How can they best do this.

Unless this brother in law is intended as a beneficiary under this will, i.e., one receiving
an actual bequest (whether monetary or otherwise), I don't see
a viable way for your parents to do this that would be legally binding.
