Can the person who has power of attorney in Virginia in anyway change a will or distribution of assets by deseased.

Can they tie up the money or use it for their own purposes

If the perosn who is assigning power of attorney is under heavy sedation for cancer pain can this new assignment be stopped.

No. a person with a POA has none of the power described in the instrument once the person giving the POA has become deceased.
