Legal Question in Wills and Trusts in Virginia

My sister-in-laws husband died owing several credit cards in his name only. Is she legally obligated to pay these bills. There is no estate, life insurance, and her only income is Social Security. There is no will. She owns her own home but the value is low.

Probably not, unless the charges were incurred for the so-called necessaries of life by her husband or she herself made charges on these cards for whatever reason(s).
