In Virginia, is it required to name all heirs if real estate is the only asset willed by the testator and it is left only to one out of four heirs?

If the question relates to notice to heirs required to be filed by the executor of the will, it is required to list the heirs among those receiving notice, even though three of them will not receive any portion of the estate.
