what does it mean when a will reads: All monies in accounts goes to Person A "in trust for" Person B and Person C.

It means that the money will be held by person A and distributed to persons B & C in accordance with the terms of the will. B & C may only have a right to the income, or may have a right to both income and principal, but restricted in time (for example, no principal until age 30).
