Legal Question in Workers Comp in Virginia

Workers Comp Wages

My husband has a Stipulation agreement from Workers Comp attorneys that they owe him a specified amount of back wages. (they had stopped paying for several months) Out of this amoung almost half was sent to his (husband) attorney. The stipulation never mentioned this, nor were we made awaare of it until it happened. Our attorney said she did not request this but that this is the Commissioner's decison. My question is if the stipulation said it was owed to my husband, how can workers comp insurance legally send some money to our attorney without that being written in the stipulation and especially with him not being aware.

Why don't you or your husband ask the deputy commissioner who supposedly authorized it?
