Is it legal for an owner to sell property without disclosing a known boundary-line problem?

In Washington I would say it is not legal to sell property without disclosing a known boundary issue. Washington uses what are called Form 17 documents which require various disclousures from a seller of real property (vacant land - now - also uses a disclousure form). One of those disclousures involves boundary issues. But, the buyer should always do as much due diligence as possible.
