Legal Question in Disability Law in Washington

have nephew who is going to be 18 in 6 weeks, he has a girlfriend who is 13. We have all told him that this is trouble, but he keeps telling everyone that all he needs to do to keep seeing her is have her legal parents sign a paper that states he can keep seeing her. Is this true? Can't seem to find anything on this. Also what would happen to him if he got her pregnant? Any help on this matter would be great.

This is not a disability discrimination law case. Rather it is a criminal law question. Washington law on this is complicated (in terms of age differentials for different aqes), but if one person is over 18 years old and the age differential is more than 4 years it has some real criminal potential, and the parents can't waive the liability.
