elderly father owes 25K credit card/loan
my dad owes 25k in credit card/loan debt unsecured. he is 81, on social security has a car worth $700. does he have to file bankruptcy?

Without knowing more about his situation I can only give you a limited answer. Social security income is exempt, that is creditors cannot attach it to pay any judgment that they may get against him. If he has no other assets, it is likely that he is considered judgment proof. If he wants to file for bankruptcy he can, but, given the information that you've provided, he may not need to.
