I have moved to Washinton State from California less than 2 month ago, Can I file bankuptcy here in washington ( for my property nd debt in california)

Unfortunately, you need to be in the state for a period of 6 months for the court to have jurisdiction over you. Therefore, the short answer is that no, you cannot file bankruptcy in this state yet.
