A pizza delivery place offered on their menu free delivery, but also added that prices subject to change without notice. Then would free be considered a price subject to change without notice?

I wouldn't think so. I'd say that is deceptive, but you would need to consult a WA attorney. We have one experienced in commercial litigation.
