neigbor complained about me opperating business from home I was assembling parts as of January 2007 not duing that any more also said I ahd a kennel I only have a place where I keeo my show dogs they are mine not someone elses. Code inforement officer is comming to my house do I have to let him in or even on my property

First, your direct question; do you have to let the code enforcement officer in, or on your property? Short answer; no, not without a warrant. However, your refusal to let them in will probably be used as probable cause to get a warrant in very short order (same agencies can do this from their cars while they wait out front.) So longer answer; it is probably in your best interest to cooperate. They are likely to scrutinize everything more closely if you make them get a warrant.
If the dogs are strictly yours and not part of a business, you might still be in violation of code. In many cities and counties, there are restrictions on how many domestic animals you may have on your property. Many codes vary the permitted number depending on how much acreage you have. So much depends on where you live and how big your lot is.
