If a corporation has been administrately dissolved, and a person pay the re-instatement fee. Does that person assume control of the corporation or does it revert back to the original owner.

Any attorney will tell you, ownership (and control) of the corporation rests with its shareholders. Paying government agency fees does not alter this. Consult with an attorney in your area for specifics.
