Does the fact a credit card company allows for delivery of payments by the USPS make the USPS an agent of the credit card company and the cancellation date stamped on the envelope indicates acceptance of payment by an agent of the credit card company.

Clever approach, but the answer is no.
Rather than go into a long legal explanation as to why, let me just ask, if your employer decided to begin mailing paychecks, would you accept that same reasoning? ("Didn't get your paycheck yet? Hey, sorry, but I mailed it, and if I mailed it, you've been paid.")
